Fishermans Bend Infrastructure Funding and Development Contributions Planning
Fishermans Bend is Australia's largest urban renewal precinct and is planned to accommodate approximately 80,000 residents and 80,000 jobs. As part of the precinct's long-term planning and delivery, our team was engaged by the Fishermans Bend Taskforce to provide infrastructure funding and development contributions planning services to support the preparation, testing, and refinement of the infrastructure funding framework.
Our involvement included Infrastructure Contributions Plan (ICP) preparation, Development Contributions Plan (DCP) development, infrastructure funding advice, project costing, scenario testing, GIS analysis and expert evidence
The Challenge
The Fishermans Bend Framework identified a significant program of infrastructure required to support future growth across the precinct. Establishing an appropriate funding framework required careful consideration of infrastructure scope, project costs, apportionment methodologies, and delivery mechanisms, while ensuring the funding approach could support long-term infrastructure implementation across the renewal area.
The project also required the review and refinement of a broad range of infrastructure projects and funding options to inform government decision-making and future implementation planning.
The Solution
Our team commenced work on the project in 2018, initially supporting the preparation of a draft Infrastructure Contributions Plan before the funding framework transitioned to a Development Contributions Plan. We reviewed infrastructure funding mechanisms, assessed infrastructure scenarios and coordinated the preparation of project construction costs to support funding and finance investigations.
As part of the draft ICP process, we prepared and reviewed an extensive list of infrastructure projects, examining the location, scope and purpose of individual projects and providing recommendations to refine the infrastructure program. We also coordinated DCP project plans in GIS and calculated project extents to support ongoing analysis and framework development.
In addition, our team coordinated concept designs and cost estimates for defined classes of infrastructure and prepared 3D modelling to assess the impacts of proposed urban design guidelines on buildings and community facilities. This work informed submissions and advice relating to the Fishermans Bend Framework.
Outcomes
Our work provided technical advice and analysis to support the ongoing refinement of the Fishermans Bend infrastructure funding framework. Through infrastructure planning, project costing, GIS analysis, scenario testing and funding investigations, we helped inform the development of an evidence-based approach to infrastructure delivery across the precinct.
We also supported planning panel processes by preparing evidence and ongoing advice on infrastructure planning and Development Contributions Plan preparation, contributing to the continued development of the framework that will support future growth within Fishermans Bend.
