Bass Coast Shire Council adopted Parsel to manage the Wonthaggi North East Development Contributions Plan, which supported the delivery of more than $135 million in planned infrastructure.

The Challenge
Bass Coast Shire Council needed to administer the Wonthaggi North East Development Contributions Plan, which supported the delivery of more than $135 million in planned infrastructure.
The scale of the growth area, indexed contribution rates and calculations that varied by property and land use created a substantial administrative burden. Manual calculations required considerable time and specialist input, while Council officers, developers and other stakeholders needed a clearer way to understand contribution requirements, infrastructure costs and potential works-in-kind opportunities.
