

Integrated Survey Delivery for Concurrent Titling and Construction
The project site is located within a rapidly growing residential corridor in South East Queensland, characterised by a mix of greenfield development and emerging urban infrastructure. The area is earmarked for significant population growth and investment, with multiple stages of residential subdivision planned to meet housing demand.
The terrain presented a combination of gently undulating landforms and engineered surfaces, requiring precise survey control and coordination to support both civil construction and cadastral definition. The site’s proximity to existing transport and utility networks made it ideal for accelerated development, provided that survey and titling processes could keep pace with construction.
The Challenge
Foreverlen required a survey solution that would enable legal boundaries to be defined and registered concurrently with construction. This was critical to reducing development timeframes, expediting the release of financial bonds, and ensuring timely delivery of titled Lots to market.
Traditional survey workflows often delay titling until after construction, creating bottlenecks and financial inefficiencies. The challenge was to implement a compliant, coordinated, and efficient survey methodology that aligned with construction progress.
The Solution
Veris applied Standard 3.22 to deliver a fully integrated survey approach, enabling concurrent titling and construction. The work included:
Coordinated Framework Establishment
- Veris established a primary control network across the site, connected to the Queensland State Datum (MGA2020 and AHD).
- This ensured all survey data was spatially accurate and legally defensible, forming the foundation for cadastral definition and engineering design.
Digital Boundary Definition
- Legal boundaries for each Lot were defined digitally using the coordinated framework.
- This allowed for early preparation of survey plans, prior to physical pegging, and ensured alignment with design intent and construction staging.
Integrated Field Surveying
- Veris deployed field crews to conduct cadastral and engineering surveys in parallel with construction activities.
- Pegging was completed in accordance with the pre-defined legal boundaries, reducing rework and ensuring compliance with lodged plans.
Survey Plan Sealing and Titling
- Survey plans were sealed and submitted for registration ahead of construction completion.
- This enabled concurrent titling, allowing each Lot to be legally registered as construction concluded, streamlining the handover process.
Stakeholder Coordination
- Veris worked closely with Foreverlen’s project managers, civil contractors, and regulatory authorities to ensure seamless integration of survey deliverables with construction and compliance milestones.
