Banyule Public Realm Framework & Technical Notes

Delivered in partnership with Banyule City Council, the former Mesh team, now operating in Veris, developed a landmark Public Realm Framework and Technical Notes that set a new benchmark for public realm planning in Victoria – winning the PIA Victoria Strategic Planning Project Award 2024. The framework was designed to ensure Banyule’s public spaces meet diverse community needs while supporting the Council’s long-term strategic objectives.

What made this commission distinctive was the combined scope: delivering both a high-level strategic framework and detailed implementation guidance simultaneously. While each component exists in the public realm sector independently, delivering both together in a single, aligned engagement was a groundbreaking approach that demonstrated the power of integrated planning.

The Challenge

Banyule’s public realm comprises a wide variety of space types – from urban centres and pocket parks to transport corridors and open recreational areas. Each presents distinct challenges in terms of community use, environmental conditions, maintenance requirements and design standards. Prior to this project, the Council lacked a unified structure for categorising and managing these spaces, making it difficult to coordinate across departments or apply consistent design and implementation standards.

The Council also sought a framework that could serve as a practical communication tool between policymakers, council officers and external stakeholders, including developers and state project teams. The challenge was to develop guidance that was both strategic and immediately actionable.
 

The Solution

A typologies-based approach was adopted to categorise Banyule’s public spaces into distinct types, providing a clear and consistent structure to guide planning and delivery across the municipality.

Inception and Stakeholder Engagement

The project began with in-depth consultation with Banyule City Council to establish clear objectives and strategy. Through these collaborative discussions, the typologies-based methodology emerged as the most effective way to manage the municipality’s varied public spaces. This approach was designed to streamline internal operations, foster coordination across council departments, and align with the Council’s broader strategic vision.

Analysis and Site Assessment

A comprehensive analysis of Banyule's public space was undertaken, combining physical site assessments with a detailed review of council policies, strategic plans and community feedback. This investigation revealed the unique needs, opportunities and constraints of each public space typology, and identified key drivers including environmental sustainability, biodiversity and social equity. Fieldwork was conducted across up to 10 suburbs in just two intensive site visits, with Council Officers from multiple departments providing local context and expertise.

Framework Development

Drawing on analysis findings and community input, specific guidelines were developed for each public space typology and sub-typology. These guidelines integrate best-practice urban design principles with a clear, cohesive vision for the public realm. The Public Realm Framework articulates the desired quality standards and guiding principles for every typology, providing direction for future projects across the municipality.

Technical Notes

Complementing the framework, the team prepared detailed Technical Notes covering materials, design elements, construction specifications and maintenance strategies. These notes serve as a precise implementation guide for council officers, developers and project managers. Working under the teams’ guidance, collaborator Flow Design Studio produced over 180 standard drawings, organised by sub-typology and captured in a comprehensive drawing schedule spanning civil, landscape and services.

Outcomes

The Banyule Public Realm Framework and Technical Notes have delivered lasting value to the Council and the community:

  • The Framework is already shaping key streetscape projects across Banyule, with sub-typology principles embedded from project inception.
  • The Technical Notes are serving as a dynamic, living document – incorporating design innovations, maintenance strategies and community feedback over time.
  • The documents have broken down silos between council disciplines, becoming a go-to communication tool that enables seamless collaboration between policymakers and technical specialists.
  • The framework provides a well-defined structure for consistent, high-quality public realm outcomes across the municipality.
  • Ongoing evaluation of projects through the framework’s established principles ensures continued alignment with community needs and strategic goals.
