Precinct Structure Planning Guidelines
The former Mesh team, now operating within Veris, was appointed by the Victorian Planning Authority (VPA) to prepare the Precinct Structure Planning (PSP) Guidelines in response to the need for formalised policy direction. The team assisted in developing the new guidelines for the Precinct Structure Plan 2.0 Process.
Scope
The PSP Guidelines provide a step-by-step framework for preparing PSPs that encourage innovation. They integrate the 20-minute Neighbourhood hallmarks from Plan Melbourne and the United Nation’s Sustainable Development Goals.
As part of the new PSPs, Mesh conceived and designed the Innovation Pathway to promote leading practice and support the resolution of key challenges commonly faced in new communities through innovative demonstration projects.
This initiative was developed in response to a gap in the existing PSP Guidelines, where innovative concepts often conflicted with minimum standards, limiting the broader potential of planning strategies.
Outcomes
The PSP guidelines prepared by the team have established a new foundation for precinct structure planning in Victoria.
